Abstract

Annual Research Report on Unique Towns in China（2019）is divided into five parts：General report，basic theory，policy research，special topic research and typical case study.General Report：A comprehensive review and analysis of the development of Unique Towns of China，it is focusing on the special policies of Unique Towns，the development of national Unique Towns，the development of provincial Unique Towns，the comprehensive strength of Unique Towns，the heat indexes of Unique Towns，the regional influence of Unique Towns，the main types of Unique Towns，and the main questions about the development of Unique Towns，the main problems and development strategies of Unique Towns.Basic theory：This paper mainly discusses the concept system of Unique Towns，the theoretical logic of Unique Towns，the development logic of Unique Towns，the operation mode and the research review of Unique Towns.Policy research：From the review perspective of the expert group，the establishment mechanism of Unique Towns in China is composed of four dimensions：scientific and implementable planning mechanism，value chain promotion competition mechanism，compound power guarantee mechanism and multi-objective balance mechanism.Study the overall structure and transmission rheology of the special policies，the special policies of characteristics small Towns have a good overall transmission effect from the national level to the provincial level，but its recreation is obviously insufficient.Based on the perspective of policy tools，it shows that the special policies cover three basic policy tools：supply types，environmental types and demand types.Special topic research：From eight aspects：significance，development goal，characteristic cultivation，regional innovation and mechanism innovation，this paper explores the development concept and mode innovation of Guangdong characteristic towns.The creation path of Songshan Lake “Internet +” small town is composed of clear objectives，scientific and rational planning guidance，rich and efficient Internet Ecosystem，complete and effective organizational guarantee，innovative and diversified cultural tourism atmosphere and meticulous facilities.Typical case study：Taking Longtan Shuixiang，Wuxi Dangkou，Longquanpu and Yangqiao as examples to analyze their corresponding development dilemmas and upgrading strategies.Taking Chang'an Smart Phone Town in Dongguan，Taogu Town in Chancheng in Foshan and Tai'an Tang Medical Town in Chaozhou as examples，this paper explores the corresponding creation effects and developing strategies.

In addition，the appendix of this report partly lists the national new urbanization plan（2014-2020），the announcement on the cultivation of Unique towns，and the planning documents and policy documents on speeding up the construction of beautiful Unique towns，for readers'reference.
